Compendium: Transitional Learning Spaces (TLS). Design and Construction in Emergency.

School safety and education are both key to reducing the impact of disasters. The role of education in reducing disaster risks is enshrined in all global commitments and frameworks. Foremost among them is the Hyogo Framework for Action (HFA), which has acknowledged education as one of its five Priorities for Action. Complementing the HFA is the UN Decade for Education and Sustainable Development (ESD) (2005–2014) in which Disaster Risk Reduction (DRR) is stated a core priority.

Thermal Comfort

In general, the indoor environments to which humans are exposed tend towards being increasingly homogenized. The result is that humans are becoming adapted to a very narrow band of conditions. Such specialization in adaptation needs to be examined in terms of sustainability over the longer term and the overall adaptability of the human species. This document looks at thermal design that understands thermal comfort ranges, but also that understands the importance of thermally ‘stimulating’ environments.

Urban Land Tenure and Property Rights in Developing Countries: A Review of the Literature

The ways in which a society allocates title and property rights over land is an important indicator of the nature of that society. The central issue discussed in this paper is what types of tenure and property rights currently exist, how have these served the needs of lower income groups and what implications do they have for policies relating to urban land tenure and property rights. The literature is examined to obtain evidence of alternative options and experience from different countries.

Civil-Military Relationship in Complex Emergencies

This paper has been prepared, following the request of the Working Group of the Inter-Agency Standing Committee (IASC)5, with the overall goal of enhancing the understanding of civil-military relations, including the difficulties and limitations of such relations.  While numerous complicated questions arise out of this relationship, what remains vital for the humanitarian community is to develop a clear awareness of the nature of this relation, as well as a common understanding on when and how as well as how not to coordinate
