Introduction to an afternoon on reconstruction

This was a round table discussion on reconstruction, introducing a series of thematic presentations by different participants.  The subjects raised included problems caused by the use of vague terminology, the involvement of governments in the process of reconstruction, roles and responsibilities of the international community required for reconstruction, and the role of donor policy in reconstruction programmes.
