The speaker offered an overview of the IASC's cluster initiative, with a focus on how it had been designed by the Humanitarian Response Review (HRR) after the Indian Ocean tsunami 2004,  paying particular attention to the Camp Co-ordination and Camp Management (CCCM) cluster.
